HONGKONG, 6th November, 1930.

My Lord,

I have the honour to inform Your Lordship that

a provisional application has been received from Messrs. Gibb,

Livingston & Co., Ltd., the Hong Kong agents of the British

Phosphate Commissioners, Melbourne, to despatch about February,

1931, to join at Glasgow a new vessel being built there for the

South Sea Inter-Island Phosphate service between Nauru, Ocean

Island, Australia, and New Zealand, the following seamen of

Chinese race and nationality:-

1 Carpenter

1 Fitter and Turner

1 Chief Cook

1 Second Cook

1 Crew Cook

1 Head Steward

4 Steward Boys.

It is stated that these men will sign on Board

of Trade articles on arrival in Glasgow, and I shall be glad

to learn whether there will be any objection to providing them with Emergency Certificates to enable them to land at London or other port in the United Kingdom, whence they will be forwarded to Glasgow. A reply is requested by telegram, the cost of which Messrs. Gibb, Livingston have undertaken to repay.
